    Officers dressed as road workers are ticketing drivers for speeding AND CELL PHONE USE?&nbsp; Tell me just when Oklahoma instituted a law against cell phone useage while driving.&nbsp; Not a good idea, I agree.&nbsp; But, a ticketing offence?&nbsp; I don't think so.
