Troopers say Harrell had sped away from an attempted traffic stop before he turned around and went back in the direction of the troopers.&lt;br&gt;&lt;br&gt;The KWTV video shows Harrell getting on the ground as troopers approached. One put his knee on Harrell's back and later punched him once in the back.&lt;br&gt;&lt;br&gt;The trooper's name hasn't been released.&lt;br&gt;&lt;br&gt;Lt. Police responded to a call concerning a man with a gun taking shots at his neighbor with&amp;nbsp;whom he had been in a dispute. TPD and SWAT responded, the man ran into an apartment, the police cleared out the place, 45 officers in all spent 5 hours holding this guy at bay in an apartment, surrounded the whole complex,&amp;nbsp; the only problem was, the guy was gone, they were surrounding nothing but empty apartments,and&amp;nbsp;they didn't get him, have no idea where he went, if he&amp;nbsp;is still armed or what he will do next.&amp;nbsp;Cost the city $15,000 for that 5 hours of (heh heh) POLICE WORK....? I've seen a few cases and heard a few cases of such. Then there is the fact that a VERY large percentage of child rapists are family members or close friends of the victim. To have that person put to death although justified would yet again scar the child and so forth. Then there is the issue of the non reporting. I can see only the back and north side well&amp;nbsp;from my home, but can see the south east corner some also. &amp;nbsp;For the past year, my daughter and I have been watching a herd of Rogers High school kids, mostly male, walking up the street by our house, every day, &amp;nbsp;and going into the empty home, staying there for a couple of hours, then leaving, I suppose to go back to school. Now it doesn't take too much imagination to know that they are getting high in that house. So we started to call the police whenever we saw them, of course the police&amp;nbsp;never got&amp;nbsp;there until the kids had left. Then, last week, I saw six of them go into the house, so I called police, the female officer on duty treated me like I was a nuisance, and she didn't have time to talk to me. She actually yelled at me over the phone, grilling me like I was the criminal. Finally, I said, "You know what, I am apparently wasting your time and mine,&amp;nbsp;I am sorry&amp;nbsp;I bothered you,&amp;nbsp;forget I called, OK? Maybe you will have time to take&amp;nbsp;the&amp;nbsp;arson report when these kids burn it&amp;nbsp;down",&amp;nbsp;Then I hung up. Pi**ed me off!&amp;nbsp; On the positive side, they did send an officer, she drove up on the north side, and I saw the kids jump out the window on the south side and run like crazy. I went up and told her what I saw, she walked around the house some, didn't believe I saw the kids run from the south side, stopped just short of&amp;nbsp;calling me a liar,&amp;nbsp;until I found the basement window broken out on the south side. So she hung around for awhile, another officer came to the scene, and they found one of the little buggers hiding in the basement closet, guess he didn't have time to get out, or was too stoned.&amp;nbsp;I try to be a good citizen, especially if something is happening in my neighborhood, and report it, I&amp;nbsp;"strongly&amp;nbsp;encourage"&amp;nbsp;others to report crime as well, &amp;nbsp;but when you are treated like crap by some angry, PMS woman&amp;nbsp; who hates her job, it really doesn't make you too eager to call police. They need to develop some rapport with the citizens, maybe we could clean up some crime if people had a little respect for them, and that officer I spoke with, &amp;nbsp;needs to be removed from answering a phone for any reason, &amp;nbsp;any time period. &lt;/P&gt;</description></item></channel></rss>
